UAAP should abolish the residency rules for athletes. (You Vote)
Another prime example of the butchering of the countries sports program.
The recent senates interference in the matters of the UAAP is not just negatively impacting the lives of individual collegiate athletes but also our sports program as a whole. The Senate recently wanted to change the rule for UAAP athletes to two year residency meaning athletes transferring schools would not be able to participate for their new school and would have two years were they were not eligible for UAAP competition.
Rules Changes
- Under the new rule, if a UAAP high school athlete wants to transfer to another UAAP institution in tertiary level, he or she must sit out for two years before being allowed to play. The athlete’s playing year, however, starts after the two-year residency. A regular athlete in the UAAP has five playing years (Manila Times)
- Athletes transferring between schools require two year residency
- Foreign players two year residency
Such a prolonged period away from sport is more than likely to discourage athletes from continuing with sport or effect their future academic choices if the school they choose does not have a suitable course for a future career. The NCAA system in the US currently has in place a one year residency rule. So if a more well established and prestigious league finds one year adequate why cant the UAAP?
However I am ruling in favor of a no residency rule which will give more rights to the athletes. The disadvantage of this however is it could lead to rampant poaching of athletes by other schools.
Senator Pia Cayetano in an open letter called the change in the rule against “the constitutional mandate to promote sports”
“…The 2-year residency that is currently applied to transferring college students, as well as any residency rule for high school students, deny athletes of their rights to develop their full potential,” said Cayetano in a statement posted on mydailyrace.com.
Cayetano cited Section 19, Article 14, of the 1987 Constitution, which states that:
“(1) The State shall promote physical education and encourage sports programs, league competitions, and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry.”
In an interview with the Philippine Daily Inquirer, Em Fernandez, the head of the league’s amendements committee, said the reason for such change: “Most of the universities want to protect their high school programs.”
Cayetano, meanwhile, is against “any kind of residency rule for graduating high school students.”
“For transferring college students, the 1 year residency rule will suffice. Anything more than that is injustice to an athlete.”
“In the USA, transferring college athletes have a 1-year residency rest before they can play for their new school – only 1 year, and it doesn’t apply to high school students who choose to go to a different college,” Cayetano explained, also saying the one-year rule of the US-NCAA is aimed at helping students acclimatize to new school and academics.
“A student-athlete’s choice of university is influenced not only by athletics, but also by academics, campus life, and personal situation , and the 2-year residency encumbers their freedom of choice,” Cayetano added.

Monticalvo and Fil-Heritage athletes lead charge to PNG.
Caleb Monticalvo improved his seasons best to 4.92m. The performance is just 11cm away from his best. Caleb who has now submitted his passport to PATAFA is eligible for future national records. His best of 5.03 actually exceeds the standing 5.00m national record of Olympian Ed Lasquette.

Eric Cray SEA Games gold hopefull opens with two Hurdles races.
Fil-Heritage Hurdler Eric Cray opened this year with 52.49 at the TCU Invitational on 14.03.13. The 24 year old from Oklahoma then improved his seasons best to 51.56 at the Victor Lopez classic on 21.03.13. Cray who has a personal best of 50.46 (placed 11th Div 1 NCAA in the states) could be the find of the season for the Philippines who are rebuilding their lineup for the SEA Games. His mother is a Filipina. Cray best time is nearly 1 whole second faster than the time of 51.45 from SEA Games Champion Dao Xuan Quong of Vietnam and below the national record of Renato Unso of 51.26 set exactly 30 years ago when he won the SEA Games.
Cray is currently submitting his Philippine passport to PATAFA and once this has been ratified and approved will be eligible for Filipino National Records from then on. Cray who will run at the PNG will need to prove his performance to gain selection for the SEA Games.

Kayla Richardson in sharp form right now
Kayla Richardson continued on with her progressive streak this season with a time of 12.00et (+1.2) and 24.73et (2.4 wind aided) on 23.03.13. She continued with a recent performance of 11.92et at her school meet (which it has been reported they had no wind gauge official results to come).

Another Filipina Sprinter Timaraya Baynard opened her season with 58.37 on march 23 well off her personal best of 55.10 set last year. The 16 year old hails from San Diego.
16 year old Julie Wollrath recorded 11.09.32 for 3200m around 10.30 shape for 3000m at the FSU Relays.
Kayla Richardson is the first Filipina to break 12 seconds officially in 2013!
Fil-Heritage 100m Sprinter Kayla Richardson continued on from her 12.01 season opener with a better time of 11.94et. The Academy of Speed athlete is coached by Jonathan Gilmer. Richardson who turns 15 next month along with her twin sister Kyla (pb 12.00 2012) will be in action in May at the Philippine National Games.
For Kayla this performance meets many mile stones. According to my listing it puts her in the top 10 all time lists but off memory she is now 10th= with Mona Sulaiman. (As my computer is packed in a box i cant check this). The time is also a new best age grade performance for 15 year old’s lowering her time last week from 12.01et to 11.94et. It ties her with Saraina Hedgepeth as the 3rd fastest junior Filipina of all time.
The marks put her .18 seconds off PJ Griffey Junior Record (11.75et, 2004) and .2 seconds off the SEA Games bronze standard of 11.73et.

Sarah Jane runnng herself back into shape
After taking 2012 off track due to transferring college 23 year old Sarah Jane Vitug again took her season lead down from 4:41.46 to 4:37.33 at the Ben Brown invite on March nine. Sarah Jane who ran 4:34 in 2011 is the 2nd fasest Filipina ever in this event. She made the bronze standard in 2011 SEA Games 4:38 however the bronze standard is now 4:21. Which means Sarah Jane will need to break the national record 4:23
Julio Alorro finished 8th in the NCAA Div 3 Indoor Championships with a 4.79m leap (another sea games qualifier), just off his season best of 4.82 last week.

2013 NCAA Full Results
Would like to thank PATAFA and CSB Head Coach Joseph Sy for providing these results. I apologize for the delay in publishing these as I have been very busy packing and planning my trip to the Philippines.
2013 NCAA OVERALL RESULTS & TALLY SHEET
Monticalvo, Alorro and Kayla Richardson lead Fil-Heritage charge.
Firstly I will would like to say. I have not been able to update the site as i am using limited internet. Therefore there will be no video updates to the you tube page until at least March 11 when i hopefully secure a good broadband connection in the Philippines. As well as that it has been very difficult to locate results for the NCAA Finals (Feb 28-Mar 1) as we did not have a man on the ground (correspondent) this year and the newspapers coverage was rather minimal.
Three Fil-Heritage athletes led the charge this weekend, two aiming for SEA Games and a junior women sprinter looking at changing the landscape of womens sprints in the Philippines.

Monticalvo recaptures Season lead, Alorro 4.82m indoors
Caleb Monticalvo again improved his seasons best to 4.85m at an outdoor meet winning the Kim Duyst Invitational. His best is 5.03m from last June. Monticalvo has leapt 4.73, 4.75 and 4.85 showing progress in three consecutive weeks all three performances above the Mens SEA Games bronze standard (4.70). The friendly parallel rivalry between Caleb and Julio continued with Julio momentarily capturing the season lead for one day on Friday.

Julio Alorro on Friday Night improved to 4.82m. Julio Alorro who has a personal best of 4.91m finished in 4th Place at the Eastern Conference Athletics Championships at the Armory in New York. Alorro 4.82m was a personal best indoor performance and he closes in on the National Indoor Record of Emerson Obiena (who is now a national coach) which stands at 4.93m. PATAFA had received Alorro dual citizenship documents as the 23 year old was born in Quezon City.
Monticalvo (5.03m) and Alorro (4.91m) were ranked 2nd and 3rd in South East Asia last year behind Kreetha of Thailand the SEA Games Champion.

Fil-Heritage sprinter Kayla Richardson almost dips under 12 seconds
Kayla Richardson who turns 15 next month, took half a second off the Chaffey High Invite meet record (12.51) when she clocked a big personal best of 12.01 for her first 100m run of the season. Kayla had a previous best time of 12.37 last year. While Kyla (who had a best time of 12.00 last year) who ran 12.24 last week opted out this week resting a slight strain.
It could be a very exciting clash with her twin sister Kyla Richardson (12.00) and UAAP Record Holder Jenny Rose Rosales at the PNG (12.22). And also at the SEA Youth Champs (June 4-7) against Singapore’s Shanti Perreira who just improved her best to 12.05.
A lot can be said about this performance, as Kayla was on the verge of breaking 12 seconds a feat that has not been done by a Filipina Sprinter since Princess Joy Griffey ran 11.65 in 2010. And going further a back a Filipina local sprinter has not ran sub 12 seconds since Lerma Buluitan almost 10 years ago.
12.01 placed her #6 on the Filipina Junior all time lists behind Griffey (11.75), Lydia De Vega (11.76), Saraina Hedgepeth (11.93), Leslie Mercado (11.94) and Kyla Richardson (12.00). It also broke the best performance all time by a 15 year old Filipina set by Fil-Australian Maricor Cuenca (12.20) in 2003.

Sarah Vitug of Loyola Marymount also opened her season after a 2 year absence from the events with (2:16.99) 800m and (4:41.46) 1500m. Although both well off her personal best times of 2:12 and 4:34 they were still faster than the leading times from 2012 by local athletes.

NCAA Day 1 Report
(Only ranked results included)
Daniel Noval of CSB narrowly held onto his 100m title for the third year in a row in a time of 10.89s he just held off the fast finishing Archand Bagsit of Letran who ran an identical time. Utdohan in the boys had a fast 10.99s (which is an NCAA record subject to wind reading ratification).
Unfortunately for Bagsit a hamstring pull in the Long Jump saw him out of the meet. Read more here
Mervin Guarte also went onto defend his title for the fourth year in a row in the 800m albeit the lack of local competition saw him ease through to win in 1:55.61.
Melvin Calano of JRU won the Javelin in 59.07m, JRU emerged the overall champions of the meet.

Leading the Mens 4×100 was National Champion Laguna. The Mens 4×4 Team of Bano, Nierras, Bagsit and Alejan lead the 4×400 rankings. Also added 4×200.
College of Saint Benilde broke the NCAA Record in the 4×100 and FEU won the Uni Games.

Eleven Men Long Jump over Seven Meters in 2012!
2012 has been the best season in terms of depth ever in terms of athletes over seven Meters. With just four in 2011, and three in 2010 and five in 2009. Leading the list again is Olympian and National Record Holder Henry Dagmil (7.71m). He is followed by 2011 SEA Games Bronze Medalist Benigno Marayag (7.37m) and Triple Jump National Record Holder Joebert Delicano (7.24m) the trio finished in that order at the National Games.
A group of youngsters followed the three veteran jumpers. Juliam Reem Fuentes (7.29m) the Palaro Record Holder now at CSB. Nino Espinosa 7.15m silver at the vietnam open last year (7.42m PB), decathlete and run for change’s Jesson Ramil Cid (7.08m) SEA Games 400m Silver medalist Archand Bagsit (7.06m to win NCAA), Uni Games Champion Mark Fabro (7.06m), Uni Games Silver Medalist Harry Diones (7.06m), and 18 year-old Uni Games Bronze medalist Janry Ubas (7.01m), and Jebbie Rebucas of WVRAA (7.00m).
The rise in depth in this event means the criteria to be ‘Ranked’ next year means a standard raised from 6.80m to 7.00m. Very good depth as well as four of the top ten of all time are currently active with 7.35m being the criteria to make the top ten.
A leap of 7.00m or over is required to make the ranking lists in 2013, this was 6.80m for this year.

Triple Jump Mens
SEA Games veteran and National Record Holder Joebert Delicano marginally leads the Triple Jump list with 15.20m. 32 year old Delicano holds the Phil record at 16.12m. It will take another new national record for Delicano, as SEA Games bronze standard is 16.14m this shouldn’t be too far out of his reach.
Upcoming Ernest Ybanez of Cebu showed a return to form with 15.08m, just 3cm off the leap he registered to win the Junior National Title in 2010. Magcusang and Ubas were new comers to this list. While the Diones brothers finally broke long standing personal best performances at the Uni Games. The set standard remains at 14.00m for 2013.

High Jump: Lasangue qualifies for SEA Games
Last year three jumpers all cleared 2.00m, this year only Lasangue who led the list has managed to achieve that feat again. Lasangue from Iloilo improved his best leap which was established way back in 2010 when he won the University Games for WIT. His leap of 2.10m is good enough to make the SEA Games bronze medal standard. Albeit according to the SEA Games ranking list he will need to jump 2.15m+ who actually win a SEA Games medal.
Despite balancing a busy full time job at Meralco, Lasangue switched back from Decathlon to High Jump and the change back has paid off with a SEA Games qualification. Lasangue is coached by National Record Holder Sean Guevarra who also hails from Iloilo.
Ray Cris Capispan and Andrew Wilson who both leapt 2.00m, seem to have faded out of the picture this year with leaps of 1.97 and 1.90m.
The top new comer this year is Janry Ubas who has improved his best leap to 2.00m at the UAAP he won the high jump in 1.95 and surprisingly cleared higher during the decathlon, albeit the 18 year old is very far from the immortal junior record of Fil-Heritage Luis Juico 2.16m which has stood untouched since 1987.
Also on the list is SCUAA Champion (400m runner) Christopher Demata , PRISAA Champion Gavin Genil and National Junior Champion Jayson Calpa.
The criteria cut off for the high jump is 1.90 for 2012 and 2013.

Two Fil-Heritage Vaulters begin journey for the SEA Games
The Discovery of two Fil-Heritage Jumpers who ranked second and third in SEA Rankings this year has breathed new life into an event which has not won a gold medal since Edward Lasquette in 1995.23 year old Caleb Monticalvo (5.03m) who competes in Division 2 from California and 22 year old Julio Alorro (4.91m) from New Jersey who competes in Division 3 in the States will get there season under way in a few weeks with their quest to regain the glory for the Philippines in this event.
Former SEA Games representative 30 year old Jerome Margallo is well behind with a 4.56 indoor jump and a no jump at the National Games. National Junior record holder 17 year old EJ Obiena also has a 4.41 indoor leap. While Masters record holder and National Champion Emerson Obiena has leapt 4.38m indoors.

Obiena Breaks Junior Records Multiple Times
The future of men’s pole vault in the Philippines looks very bright thanks to the well established Philippine Pole Vault Club and there supporters. If the performances of two new fil-heritage discoveries show promise for the 2013 SEA Games. The event is truly in very safe hands with another upcoming star EJ Obiena the son of veteran Pole Vaulter and Coach Emerson Obiena. EJ has broken the national record multiple times now taking the mark 4.25, 4.30, 4.40, and then 4.50 meters at the UAAP. The Ateneo freshman also broke the UAAP Record of Margallo set 6 years ago.
There is very good overall depth in the Pole Vault with half of the top ten vaulters of all time active this season with 12 jumpers leaping over 4.00m which is equal to last year with nine in 2010, and seven in 2009. Seven vaulters went over 4.20 compared to five last year. Due to this improvement the standard to make the list in 2012 now is 4.00m no longer 3.90m.
Adel Valdecenas also set a personal best and Gorby Pajardo put himself at #10 on the junior all time list.

Philippine Mens 800m 1500m 3k steeples Final Ranking Lists 2012
Philippines Mens Rankings 800m and 1500m
Mervin Guarte topped both the 800 and 1500 with 1:52.19 and 3:55.85. Albeit he was quite far from his SEA Games silver marks of 1:50.65 and National and National Junior Record of 3:47.65 last year. As Guarte junior record was announced at the Philippine National Games the realization that this record is going to be around for a long time struck.

Once Again SEA Games double silver medalist Mervin Guarte was the fastest man in the Philippines over 800 and 1500m.
The boys contesting the event where not even breaking 4:10.0. The previous junior record of 3:55.6 held by Victor Idava stood for twenty seven years. The only other junior who broke 4 minutes was Nelbert Ducusin with 3:58.4 in 2004.
Maulas and Billones placed second and third on the 800m ranking list Maulas improving his PB to 1:52.95 from 1:53.84 and Billones improving his PB from 1:55.28 to 1:53.78. Christopher Ulboc also improved his very long standing personal best to 1:55.9 during the weekly relays, better known as a steeplechaser and long distance runner. He then lowered this again to win the University Games in 1:54.54
The University Games saw better results for the mens 1500m with a further five athletes added to the list boosting it to eight and two added in the 800m. Standards for these events were 1m57 for 800 and 4m04 for 1500. Which shall remain the same for 2013.

Philippine mens Rankings 3K Steeples
Five Time SEA Games Champion 2003-2011 Rene Herrera leads the list, just ahead of UAAP and Uni Games Champion Christopher Ulboc and NCAA Champion Mervin Guarte. The criteria cut off in 2012 for rankings was 9 minutes 50 which remains the standard in 2013.
